Why Bother?

I don't get it. Why bother making them take the test in the first place then?
Georgia’s ninth-graders will still take the math End of Course Tests this spring, but the exams won’t count toward students’ final grades in the course.
The State Board of Education approved the change Thursday, expanding a decision made in December for students who took the exam in the fall.
The board decided then not to count the results for fall test-takers because the group did not provide a strong enough statistical sample to set accurate pass/fail cut scores.
Stupid. Let's stress kids out by making them take a lot of time to study for a test that has no bearing on their grade. Very stupid. God forbid they actually fill that time with teaching them something they might need to know, like how not to waste people's time by making them do stupid things.
